1. [Company A]announced that the purpose of the meeting was to
acquaint (the Public Works Department), (the Municipality) and
the private entities directly interested, with the five alternative
Drawings submitted by .. - .., namely A, B, C, D and E, in the
ambit of the Preliminary Study of a Road Connection that shall
cross the .. .. to link the .. Zone with the entrance of the future
bridge to the projected International Deep Water Sea Harbor to
be built off the coast of .... Such alternative plans were outlined
in the Drawings of the East Area of .., which had been previously
distributed amongst the entities convened for the Meeting and
in the Chorographic Sketch no.: .. ....-.. of June ...., made
available at that time by ..., attached to the present Memorandum.
2. [Company A] described in general terms each of the five options
presented and informed that a recent Traffic Study evidenced the
need for a two-lane road with center track separator with a width
of 3.5 meters per lane and a 2.5 m shoulder. The basic speed considered,
as defined in the five alternatives and described in the Preliminary
Study, was 100 km per hour, with minimum radius of 400 meters.
This basic speed had to be reduced to 80 km per hour in certain
extensions on Drawings B, C, D, and E where the radius of curvature
could not be drawn beyond 300 meters. Furthermore, ... pointed
out that the solutions drafted imply the execution of two tunnel
sections. On the other hand the Study provides the re-establishment
of the existing road system and the insertion of connections to
the main origin-destination hubs, common to the different Drawings.
3. [Company B] affirmed that the need to access the Power Plant
from the ... side is satisfactorily assured in Drawings A and
B. Concerning the excavation of the second tunnel near its Power
Plant, ... alerted that the intensity of the vibrations and the
amount of dust may affect the functioning of the generators installed
at the Power Plant.
4. The [..] Factory considered Drawings A the most favorable because
of the greater benefits with the traffic of heavy vehicles from
its factory in comparison to the present conditions. On the other
hand, Drawings A have advantage towards Drawings B as during construction,
they will have less effect on traffic using the present road of
access to the same factory.
5. [Company C] affirmed to prefer, in principle, a plan for a
Road Connection that would benefit directly the traffic generated
by of the ... Industrial Zone, such as in the case of solutions
A and B, thus excluding solutions C, D and E. However, Drawings
B would be unacceptable because of taking up land already granted
to [Company C], present location of some ..-..Port facilities
and destined to the construction of the Company's main office.
6. ... affirmed that it has not been able to examine the projects
submitted by ... thus it should only issue an opinion on a latter
date.
7. ... emphasized that if any of the Drawings C, D and E were
to be adopted, the environment impact of the Road Connection on
the ..-...Valey would be significant, as it spreads throughout
an approximate extension of 500 meters in open air. Such environmental
impact would result chiefly from the great amount of exhaust fumes
emitted by the intense traffic of heavy vehicles circulating on
the road in question. The ..-...Valey does not offer good conditions
for dispelling such fumes, as evidenced by the morning fog usually
found at the location. Air pollution in the area would be as much
damage as it is inserted in the ... Natural Park and would affect
a residential complex already projected under the ... Alignment
Plan and the ..-...Urbanization. In what concerns Drawings A and
B, ... emphasized the need to respect the borders of a land plot
already granted, near the .. .. de ..-..Road, for construction
of a .. ..... Training Center at the location of the former ..
Refugee Center. Another adjustment to Drawings A, which ...ould
consider necessary, was to increase partially through the second
tunnel the 400-meter radius planned for the designed curvature.
8. The opinions issued by the entities present at the meeting
converged towards the approval of the plan proposed in Drawings
A, subject to specific adjustments whether as to comply with ...
suggestions or as to avoid interference with the ..-...Port facilities.
Thus, ... scheduled another meeting with .. and ... for July ..,
... in order to approve the adjustments that are to be made.
